Almost all of B.C.s municipal forces are concentrated in two regions: Greater Vancouver and Victorias Capital Regional District. Their officers often work together, share professional camaraderie and seek promotions with neighbouring forces.
OPCC analyst Rollie Woods, for example, is a former Vancouver police officer and a former colleague of Victoria police chief Jamie Graham, Abbotsford police chief Bob Rich, Vancouver police chief Jim Chu and many other Vancouver police officers. In all likelihood, Woods has lots of buddies throughout B.C.s tightly knit police community.
